The quicksilver Forums Administration Panel will not load.

Now it says ACCESS DENIED.

Right, that's normal, because you first need to be connected as administrator in order to use the Administration Panel.
I've added some additional notes about this case.

I clicked on this; "The Administration Panel is available here:Quicksilver Forums Administration Panel" , and it goes straight to this: Access Denied.
I never see a log in panel at all.
