- PHP including in header and footer has been disabled.

Hm... in 2006.3 this feature exists.
* User groups -> Ok
* Restricted access on specifical forums -> Ok
* Multiple administrator allowed -> Ok
* Moderators on specifical forums -> Ok
* Blacklist -> ?
* IP Blocking -> Ok
