Best Forum for rating answers, providing points and dashboard to display stats

I am looking for the best forum software for allowing users to not only rate answers with stars but award points to answers and then have a dashboard listing the highest contributors to that particular topic.

Obviously, ease of use, installation simplicity and customization are important also but the rating system needs to be the first priority.

Suggestions?

After reading about what you need, the first thing that popped in my mind was "Yahoo Answers". Further I've seen majority of forums across the web that use PHPbb & vBulletin. Do you have any particular choice of software for this project, I mean narrowed a list of few software?
