Do you know any particular forum software that tends to produce more interesting and insightful discussions? And more concise discussions?
(For example, I think the discussions at slashdot.org are usually very interesting. So, had Slashdot been forum software, I'd say it tended to produce more interesting and insightful discussions.)

About your question, I would say, without no doubts, and with some dispair, that the forum software itself will not increase the quality of the discussion. It will only depend on the members of your community, and their goodwill to maintain an healthy and interesting discussion (= avoid reaching Godwin's law

That's correct I suppose --- but perhaps the forum software can make it easy for people to filter out uninteresting pointless comments. That's how SlashDot and Reddit work?

This might seem silly, but I started developing a somewhat new kind of forum software (or so I hope) a few months ago. It has some features I cannot find in your list above or in the Forum Comparator (well otherwise I would never have started that project)

Yes, indeed, rate comments could also be a nice way to increase the general quality of a forum software. (with some rules like if a comment is below -5 points, simply hide it, if it is above 5 points, mark it as quality post) Several forum softwares do that, and it's called Message Rating in the Forum Comparator.
Good luck for your new project, but indeed, most of new forum software projects disappear after 1 or 2 years. I would suggest you to concentrate on your own needs, at least, you will develop something for you only, and if your forum is getting popular, then you can start create a dedicated project for people interested in having the same forum that the one you deployed for your community.

That's a very good piece of adwice I suppose that's what I will do. I've started working part time already though, so as to find time for development --- although the project will probably fail. This makes life more exhilarating / exciting
